Lightning Protection Systems: Design and Periodic Inspection

A lightning rod is only one visible part of a lightning protection system. Design, earthing connections, building characteristics and periodic inspection must be considered together.

What is a lightning protection system?

The term lightning rod often refers to an air-termination component. A lightning protection system includes components designed to intercept lightning, conduct it along a safe path and discharge it to earth.

Building geometry, use, surroundings and existing electrical/earthing infrastructure affect design decisions. Do not assume every facility needs the same type or number of components.

Which components are reviewed in design?

Air-termination networks or rods, down conductors, connection points and earthing arrangements are considered as a system. Facilities with sensitive electronics may also need coordinated internal protection and surge protective devices.

Mechanical robustness, corrosion exposure, access to test joints and bonding to the existing earthing system should be addressed in design records.

How is periodic inspection approached?

The Ministry of Labour and Social Security's 2025 notice lists lightning protection among electrical installations subject to periodic inspection and identifies eligible professional titles. It also says the installation design is required during inspection.

Inspection should compare the design with site conditions and assess continuity, physical condition of conductors and connections, and the applicable reporting criteria. A measurement is not meaningful without its method, conditions and limits.

Preparing for inspection

Have the current lightning protection design, prior inspection reports, maintenance/change records and site access plan available. Arrange safe access to roofs, down conductors and test points.

If a deficiency is found, design the remedy for its location and the building/facility conditions. A periodic inspection does not replace a design revision or repair project.

Frequently Asked Questions

Does every building need a lightning rod?

Need and protection arrangement should be determined from risk assessment, building characteristics and applicable technical criteria; there is no one-size-fits-all solution.

Is the design required for lightning system inspection?

The Ministry's notice on the 23 December 2025 amendment states that the installation design is required during periodic inspection.

Is a lightning rod check the same as an earthing measurement?

No. An earthing measurement may form part of system inspection; the full lightning protection installation is checked against its design and criteria.

Is the inspection interval fixed?

Confirm the interval from current regulations, applicable standards, equipment-specific documents and the qualified inspector's assessment.

Does the inspection report replace the lightning design?

No. The report records inspection scope and findings; design and any revision drawings are separate documents.
